The Symposium on the Major Public Health Events and the Rule of Law: a Comparative Law Perspective & the 2020 Annual Conference of Beijing Comparative Law Society was held successfully on Xueyuanlu Campus on 28 Nov, 2020. The symposium was held both online and onsite. More than 20 guests from colleges and universities around the country had in-depth exchanges on various topics. The event was co-hosted by the College of Comparative Law and the Beijing Comparative Law Society.
Prof. Xie Zhiyong, President of the Society as well as Dean of the College, delivered the opening remarks and keynote speech. Xie Zhiyong gave a warm welcome to the guests and then made a keynote speech on the Mission of Comparative Law in the Post-Epidemic Era. Xie believed that the current construction of the “rule of law” in China should be in guidance with the Xi Jinping Thought on the Rule of Law, serve the strategy of ruling the country by law and the strategy of a healthy China, and recognizes the complexity of the social struggle in the post-epidemic era and the new challenges faced by society in the Information Age. He pointed out that in the future, the construction of the rule of law should look at the world and provide legal guarantee for the construction of a beautiful and healthy China. He further called on the colleagues who researches comparative law to give full play to their disciplinary advantages, base themselves on China and look at the world, absorb the achievements of the healthy rule of law in foreign countries, discard the dross of the rule of law culture that is not in line with the direction of civilization and historical development, tell the story of the rule of law in China well, and form a discourse system of Chinese style and style.
The first round of presentations was moderated by Prof. Ding Xiangshun from the Renmin University of China, with Prof. Fei Anling, Prof. Li Xiaoyong, Prof. Liu Delang, Prof. Lin Hongchao and Prof. Xie Libin as speakers, Prof. Wang Zhihua, Prof. Meng Fanzhe, Dr. Qiao Ning, Dr. Xue Qianqiang and Dr. Zhao Yingnan the reviewers.
The second round of speeches at the meeting was chaired by Prof. Luo Zhimin, Director of the Institute of Administrative Law of School of Law of CUPL. The keynote speakers were Prof. Song Hualin, Prof. Pan Weijiang, Prof. Guo Xiaoming, A/Prof. Gu Bin and Dr. Xiao Tong. The reviewers were A/Prof. Liu Yang, A/Prof. Hua Guoyu, A/Prof. Li Xixia, A/Prof. Wang Jing and Dr. Guo Dong.
After the guests’ speeches, the Secretary-General of the Society & Associate Professor of the College Li Xiaohui presented closing remarks. She concluded that the symposium had in-depth discussions on two types of issues, the internal systematization of the rule of law and the boundary of the rule of law, which covered issues within the framework of the rule of law, such as the principle of proportionality, which involves boundary line of the rule of law, sociology of law and politics. Subsequently, Li Xiaohui, as the Secretary-General of the Beijing Comparative Law Society, thanked scholars for participating online and onsite based on different fields and professional perspectives and conducting in-depth communication and exchange on the governance of public health incidents and the value of the rule of law in risk society. The conference brought together substantive research, fully shared information resources, and demonstrated the spiritual value of comparative law in its inclusiveness and convergence of ideas. Finally, she once again thanked the scholars for their support and announced the successful conclusion of the Symposium and the Annual Conference of the Beijing Comparative Law Society of 2020.
